EPA Releases Draft TSCA Risk Evaluation for 1,1,2-Trichloroethane
The Environmental Protection Agency (EPA) has released a draft risk evaluation for 1,1,2-trichloroethane under the Toxic Substances Control Act (TSCA), marking another step in the agency’s ongoing review of existing chemicals. While the evaluation is not yet final, employers that manufacture, process, distribute, or use 1,1,2-trichloroethane should understand what EPA’s findings could mean for future regulatory requirements.
The draft evaluation identifies unreasonable risk to workers from certain occupational uses of the chemical through inhalation and skin (dermal) exposure. EPA did not identify unreasonable risk to consumers, the general population, or the environment based on the information currently available.
What Is 1,1,2-Trichloroethane?
1,1,2-Trichloroethane is a colorless chlorinated solvent used primarily as an intermediate in the manufacture of other chemicals. Although its use has declined over the years, it is still found in certain industrial processes and specialty applications.
Potential health effects associated with exposure include impacts to the nervous system, liver, and kidneys, making it very important for employers to implement effective exposure controls for anyone working with or near the chemical.
Like 1,1-dichloroethane, trichloroethylene (TCE), and methylene chloride (DCM), 1,1,2-trichloroethane is part of EPA’s broader effort to evaluate existing chemicals under the TSCA and determine whether additional risk management measures are necessary to protect workers.
Risk Evaluation Findings and Public Comments
EPA evaluated multiple conditions of use across the chemical’s lifecycle using workplace monitoring data, exposure modeling, and systematic scientific review.
According to the draft evaluation, EPA identified 10 occupational conditions of use where inhalation and dermal exposure contribute to unreasonable risk for workers. Because this is a draft evaluation, EPA’s conclusions may change following scientific peer review and public feedback.
EPA published the Federal Register notice announcing the availability of the draft risk evaluation on July 29, 2026, triggering a 60-day public comment period. Comments may be submitted through docket EPA-HQ-OPPT-2018-0421 by 11:59 P.M. on September 28. Following consideration of public comments, EPA will prepare the final risk evaluation.
If EPA reaches the same conclusion in its final evaluation, the agency may begin developing risk management requirements under TSCA Section 6(a). Those requirements could include additional controls, exposure reduction measures, or other regulatory actions for affected industries.
What This Means for You
Although no new regulatory requirements have been issued, facilities that manufacture, process, or use 1,1,2-trichloroethane should consider using this opportunity to review their current exposure controls.
Employers may want to:
- Determine whether 1,1,2-trichloroethane is present in their facility.
- Review their chemical inventory and Safety Data Sheets (SDSs).
- Evaluate engineering controls, ventilation systems, and work practices.
- Consider industrial hygiene monitoring if employee exposures have not been recently evaluated.
- Continue monitoring EPA’s TSCA review for future regulatory developments.
