Connecticut is taking decisive steps to reduce greenhouse gas (GHG) emissions and build a more resilient, affordable, and equitable future. On Friday, June 13, 2025, the Connecticut Department of Energy and Environmental Protection (DEEP) will host a hybrid public meeting to officially launch the development of its Comprehensive Climate Action Plan (CCAP). This event marks a major milestone in Connecticut’s climate journey, and residents, businesses, and stakeholders are invited to weigh in.

The meeting will be held from 10:00 to 11:20 a.m. at DEEP Headquarters in Hartford (79 Elm Street, Gina McCarthy Auditorium) and virtually via Zoom.

 

A Look at the Agenda

The meeting will open with reflections on this year’s legislative session, highlighting key climate-related policy updates and progress. Following this discussion, DEEP will provide an overview of the CCAP and how it builds on previous planning efforts. The meeting will conclude with a public Q&A session, where members of the public can offer input, ask questions, or share concerns.

This is a chance for communities to contribute directly to the development of strategies that will guide Connecticut’s climate policy over the next decade and beyond.

 

What Is CCAP?

The Comprehensive Climate Action Plan (CCAP) is the next step in the state’s climate strategy, developed under the Environmental Protection Agency’s (EPA) Climate Pollution Reduction Grant (CPRG) Program. In 2023, CT DEEP was awarded $3 million in federal funding through Phase 1 of the CPRG. This grant supports planning activities to reduce climate pollution across all major sectors of the economy.

The CCAP will establish both near-term and long-term goals for GHG reductions in Connecticut and identify specific strategies to achieve them. It will also assess the co-benefits of these climate measures, such as:

  • Lowering energy costs for households and businesses
  • Improving public health through cleaner air
  • Increasing resilience to climate-related threats (e.g., flooding, extreme heat)
  • Creating local job opportunities
  • Advancing environmental justice for disadvantaged and low-income communities

By prioritizing policies with broad social, economic, and environmental benefits, the CCAP aims to move the state toward its statutory climate targets in a way that is both effective and inclusive.

DEEP strongly encourages participation from individuals and organizations across the state. You can attend either in person or virtually:

If you wish to provide public comments, you may sign up in advance by 4 p.m. on June 11 by emailing DEEP or sign up during the meeting (in person or through the Zoom chat feature).

DEEP will also record and post the meeting on its Climate Change website for those unable to attend live.
