Stormwater discharges from Municipal Separate Storm Sewer Systems (MS4) in the New York metropolitan area and other urban and designated areas in the State are regulated by the NYSDEC. The MS4 Program was established to improve stormwater management practices and control runoff within municipalities, thereby reducing erosion and protecting surface water bodies. Local governments must comply with the requirements set forth in the State Pollutant Discharge Elimination System (SPDES) General Permit for Stormwater Discharges from Municipal Separate Storm Sewer Systems. Annual reports must be filed by June 1st each year covering the stormwater management activities completed during the reporting period (March 10 through March 9).
The annual MS4 report indicates the progress the municipality has made in implementing an effective stormwater management program and meeting the following minimum control measures (MCMs):
