CT DEEP Proposes a Second Comment Period for the Industrial Stormwater General Permit (IGP)

by | Jan 28, 2025

If you are waiting for the newest version of the General Permit for the Discharge of Stormwater Associated with Industrial Activities (“Industrial Stormwater General Permit,” “the permit,” or “the IGP”), you are not alone. The Connecticut Commissioner of the Department of Energy and Environmental Protection (DEEP) has released two draft IGPs since early 2024, both of which have resulted in public comment periods, thus extending the final publication of the permit.

After the first comment period in March 2024, the DEEP made significant modifications to the initial draft permit and released a second notice of tentative determination for the issuance of the permit on December 30, 2024. The DEEP is now asking the public to review the newest draft permit and submit feedback.

How to Send Your Comments

The Commissioner is accepting written comments until February 7, 2025. All written comments should be directed to:

Karen Abbott
Water Permitting and Enforcement Division
Bureau of Materials Management and Compliance Assurance
Department of Energy and Environmental Protection
79 Elm Street
Hartford, CT 061065127

Alternatively, comments may be submitted via email to karen.abbott@ct.gov with the subject line “Comments for Second Public Notice.” Note that email submissions are preferred.

The draft permit can be viewed here.

A summary of the changes for the second draft permit can be found here.

Existing Permit and Renewal Registrations

Since the notice of tentative determination made by the Commissioner in March 2024, the expiration date for the existing general permit was automatically extended for one year.

The DEEP is not accepting renewal registrations at this time (this includes no exposure certifications). All renewal registrations submitted before the final permit is issued will be automatically rejected and any associated fees will not be refunded or carried forward.
