CT DEEP Opens Public Comment Period for Permits

The Connecticut Department of Energy and Environmental Protection (CT DEEP) has announced a new public comment period for two general permits related to wastewater discharges. As of April 28, 2025, CT DEEP has released tentative determinations for reissuing the following permits:

  1. General Pretreatment Permit for Non-Significant Industrial User Discharges to POTWs (“Non-SIU GP,” formerly the “MIU GP”)
  2. General Pretreatment Permit for Significant Industrial User Discharges to POTWs (“SIU GP”)

These permits are approaching expiration on October 30, 2025, prompting CT DEEP to initiate the renewal process. A public listening session was previously held for the SIU GP in November 2024, where DEEP gathered significant feedback. As a result, the agency has continued to revise the draft permits and now invites additional public input to finalize them.

Both permits are tentatively scheduled for reissuance on October 31, 2025. However, this timeline is subject to change based on the volume and content of feedback received. If the reissuance is delayed, the current permits will remain in effect until the updated versions are finalized.

 

Comment Period and Submission Instructions

The public comment period for the SIU and Non-SIU permits is open from 4/28/25–5/28/25. Comments should be submitted via email to deep.pretreatment@ct.gov or brittany.bendel@ct.gov. Please include either “SIU GP Comments” or “Non-SIU GP Comments” in the subject line.

 

Industrial Stormwater General Permit Update

In addition to the SIU and Non-SIU permits, CT DEEP will host a public hearing regarding the proposed Industrial Stormwater General Permit on May 13, 2025, at 6:30 PM via Zoom. Written comments will be accepted during the hearing and through the end of business on May 20, 2025. Registration details and hearing access information are available on the CT DEEP website.

 

Permit Renewals and Certifications

At this time, CT DEEP is not accepting renewal notifications, including those for No Exposure Certifications. Updated instructions, notification materials, and links will be published on the CT DEEP website once the permits are formally reissued.
