New York Expands Investment in Climate Resilience

New York State has announced nearly $100 million in new grant funding to support climate resiliency projects focused on reducing flood risk and strengthening infrastructure. The funding is available through two programs administered by the New York State Department of Environmental Conservation (DEC), Environmental Facilities Corporation (EFC), and Department of State (DOS).

Applications are being accepted through the Consolidated Funding Application (CFA) portal and are due by June 26, 2026 at 4:00 p.m.

This funding supports nature-based and green infrastructure solutions aimed at improving water quality, mitigating storm impacts, and enhancing long-term community resilience.

 

Programs Available

Resilient Watersheds Grant (RWG) Program

A total of $60 million is available through the RWG Program, administered jointly by DEC and EFC. This program focuses on larger projects that reduce flooding and improve infrastructure across entire watersheds.

Eligible projects include:

  • Floodplain restoration, creation, and reconnection to streams
  • Wetland creation and restoration
  • Berm and dam removal
  • Culvert replacement and right-sizing
  • Removal of culverts, bridges, and associated structures
  • Streambank, channel, and shoreline stabilization, including riparian buffer establishment
  • Stream daylighting

Community Resilience and Flood Risk Reduction Program

An additional $40 million is available through DOS, divided into two categories:

  • Coastal Rehabilitation and Resilience ($20 million): Focused on projects within or draining into New York’s coastal areas
  • Inland Flooding and Local Waterfront Revitalization ($20 million): Available to communities participating in the Local Waterfront Revitalization Program (LWRP)

 

Funding Source and Statewide Impact

Both programs are funded through the $4.2 billion Clean Water, Clean Air and Green Jobs Environmental Bond Act of 2022. The State continues to prioritize:

  • Nature-based solutions such as green roofs and permeable pavement
  • Restoration of natural systems to manage stormwater
  • Infrastructure improvements that reduce long-term climate risk

These investments are designed to protect communities while also supporting economic development and environmental sustainability.
