NYS has just launched Round XIII (13) of the Consolidated Funding Application (CFA). Round XIII includes core grant funds and tax credits for programs from 10 state agencies. That includes $150 million in funds from Empire State Development. This year, the State has allocated $30 million for awards of $10 million each to three regions for proposing solutions to address issues that impede economic growth in their region.

This is the thirteenth round of the CFA. The CFA was implemented to streamline the State’s grant application process by offering applicants a single submission tool that numerous state agencies use. The intention of grant funding and the CFA is to improve New York’s business climate and allocate resources throughout the State more fairly.

To manage the prioritization of project funding in each of the State’s ten regions, the State created Regional Economic Development Councils (REDCs). The REDCs identify projects in their region that support the long-term strategic growth of that area. Priority projects range from workforce development to water treatment and historic site preservation. Each application is rated based on the project’s alignment with the REDC’s plan for growth and project readiness.

New this year, each council has been asked to update its strategic development plans, which has not been done since 2015. Regional Councils will still focus on implementing their strategic vision through the current plan. Every project submitted through the CFA will be eligible for funding from numerous state agency programs structured to spur community revitalization and business growth.

Program funding for this round will include $5 million in matching fund grants for organizations that will assist communities with facility improvements and upgrades. Grant awards will range from $25,000 to $100,000. Funding exists for other initiatives like Excelsior Jobs Program, Upstate Revitalization Initiative, and Downtown Revitalization Initiative.

These are just a few examples of grant opportunities available through Round XIII. The deadline for applications is Friday, July 28, at 4:00 pm.

Entities that are interested in pursuing grant funding should keep in mind that there is also funding available through Open Enrollment Programs. Those programs are managed by specific agencies like Empire State Development, NYSERDA, and New York Power Authority (NYPA). These programs accept applications throughout the year, so applicants do not need to submit by the July deadline.
