stormwater, ms4, NYSDEC, SPDES, general permit, stormwater management, NYSOn December 13, 2023, the New York State Department of Environmental Conservation (NYSDEC) released the updated version of the State Pollutant Discharge Elimination System (SPDES) General Permit for Stormwater Discharges from Municipal Separate Storm Sewer Systems (MS4), superseding the current general permit (GP-0-15-003). The new general permit, which is designated as GP-0-24-001, will go into effect January 3, 2024.

This new permit incorporates changes made by NYSDEC over several years in response to public comments on proposed revisions. GP-0-24-001 contains additional requirements for MS4 operators related to the development and implementation of stormwater management programs that reduce discharge of pollutants in order to protect water quality.
