The most recent version of the Multi-Sector General Permit (MSGP) for Stormwater Discharges Associated with Industrial Activity (GP-0-17-004) was published online by New York State Department of Environmental Conservation (NYSDEC) on February 20th, 2018 and becomes effective on March 1, 2018 and will expire on February 28, 2023. GP-0-17-004 is a five (5) year permit, which supersedes GP-0-12-001. This permit includes changes to numeric and non-numeric effluent limits to reflect current environmental concerns and aligns with the US EPA’s current version of MSGP.

Stormwater Pollution Prevention Plan Requirement and Notice of Intent

SPDES PermitTo meet the requirements of the GP-0-17-004, a Stormwater Pollution Prevention Plan (SWPPP) must be developed for all new dischargers or revised & updated for all owners or operators previously covered under the GP-0-12-001. All current owners or operators and all new dischargers shall submit a new Notice of Intent (NOI) specifying a designated Outfall(s). The owners or operators, who are seeking continued coverage under the new permit, have 90 days to submit the NOI. The Department encourages that the NOI be submitted electronically, which will become a requirement on December 21, 2020.

New Benchmark Parameters in Semiannual Sampling of Designated Outfalls

All facilities covered under the MSGP GP-0-17-004 will be required to conduct semiannual sampling and reporting from the designated Outfalls to be analyzed for the Benchmark parameters specified in the new MSGP for each industrial Sector. To ensure compliance with the new permit, an Annual Certification Report (ACR), verifying results of monitoring and the status of compliance with various permit requirements, shall be completed every year and submitted to the NYSDEC by January 28th of the following year. The Annual Certification Report for 2017 was due to NYSDEC by February 28th, 2018.
