More Funding Available for Zero-Emission Vehicles in New York

The New York State Department of Environmental Conservation (DEC) is currently accepting applications for the latest round of the Municipal Zero-Emission Vehicle (ZEV) Rebate Program. There is $750,000 available for qualifying municipalities wishing to purchase or lease light- and medium-duty fleet vehicles. The funding is meant to expand the strategies put in place to achieve the stipulations of the Climate Leadership and Community Protection Act (CLCPA).

 

Eligibility

The funding program is available to all municipalities in the state of New York. The application process is designed to be fair and inclusive, considering the disadvantaged communities within municipalities to ensure adherence to Environmental Conservation Law § 75-0117. This law states that disadvantaged communities should receive at least 35% of the benefits spent on clean energy and efficiency programs.

Municipalities that have purchased or leased program-approved vehicles and placed them into municipal service between September 30, 2022 and September 27, 2024 are eligible for the latest rebate. The purchase or lease must be complete before an application is submitted.

 

Application Timelines

The bid application period began on April 25, 2024, and ends on September 27, 2024. Funding is on a first-come, first-served basis until the deadline or until the funds are exhausted. A maximum of 50% of the total available funds can be allocated to a single municipality.

 

Rebate Amounts

The minimum rebate amount per vehicle is $2,500, and the maximum is $7,500. The rebates are issued on a tiered basis:

  • Vehicles with electric range between 50 and 100 miles—$2,500 per vehicle
  • Vehicles with electric range between 101 and 200 miles—$5,000 per vehicle
  • Vehicles with electric range of 201 miles and above—$7,500 per vehicle
