How New York City Is Funding Safer Drinking Water

Similar to that seen in New York State (NYS), lead contamination in drinking water continues to pose serious health risks throughout New York City (NYC). Some may say it is an even more pressing issue in NYC.

To combat this issue, the City has launched initiatives to replace lead service lines, making sure residents have access to safe and clean drinking water.

 

NYC Department of Environmental Protection Lead Service Line Replacement Program

The NYC Department of Environmental Protection (DEP) offers a program to replace private water service lines made of lead or galvanized steel at eligible properties, free of charge to homeowners.

The replacement includes installing new copper lines, which would help reduce the risk of lead exposure. Not only does this initiative protect public health; it also saves homeowners the significant costs associated with these types of replacements.

While NYC’s water is delivered through aqueducts free of lead and meets health standards, lead in household plumbing is still a health risk, especially for young children. The City decides eligibility for the program, and participation is not upon request. However, NYCDEP does provide free lead test kits for residents concerned about lead contamination in drinking water.

 

Recent Expansion of the Program

In October 2024, the Mayor announced an expansion of the City’s lead service line replacement program. The main focus of the expansion is on low-income neighborhoods, providing replacements for eligible privately-owned properties containing lead or galvanized steel service lines. This will help property owners save $10,000 or more on replacement costs.

The expansion is funded by $48 million in grants and interest-free loans. The Federal Bipartisan Infrastructure Law and NYS’s loan forgiveness program both provide grants and interest-free loans to help fund the lead service line replacement program expansion. The initiative intends to quicken the replacement of lead pipes, putting a priority on communities that are at the most risk.

Homeowners in New York City concerned about lead service lines should:

  • Contact NYCDEP and check eligibility to determine if their property qualifies for the free replacement program.
  • Arrange for a professional inspection to check for the presence of lead or galvanized steel service lines.
  • If eligible, coordinate with NYCDEP to participate in the program and schedule the replacement.
