The New York State Environmental Facilities Corporation (EFC) is currently accepting applications under two funding programs, the Green Resiliency Grants Program and the Clean Vessel Assistance Program. These water infrastructure funding programs offer grants and low-cost financial aid on critical projects to improve New York State’s water quality. Read on to learn more about these funding opportunities.

Green Resiliency Grants

The Green Resiliency Grant (GRG) funding is available for critical green infrastructure projects designed to fight extreme weather effects in communities that are prone to flooding. A total of $60 million in grant money has been allotted for this round of EFC funding. Grant applications are due on August 15, 2025 at 5 p.m. Green infrastructure projects eligible for this grant funding include plans and designs for improving stormwater management.

The application for the GRG is to be completed within EFC’s online portal. In addition to the application form, a grant application certification, program summary, feasibility study outline, and other documentation required by EFC must be submitted. More information about the required documentation and application guidance can be found here: https://efc.ny.gov/grg.

Clean Vessel Assistance Program

The Clean Vessel Assistance Program (CVAP) is a reimbursement grant open to marinas, municipalities, and non-profit organizations. CVAP funding is specifically intended for recreational boater septic waste pump-out stations. The funding covers plans for the improvement and installation of these pump-out stations. This program is available on a continuous basis and applications will be reviewed by EFC as they are submitted.

Project categories for this grant program include:

  • Construction and upgrade grant: Design plans and equipment for improved pump-out/dump-out systems.
  • Operation and maintenance grant: Repair costs for routine and annual maintenance.
  • Information and education grant: For resources to inform the community of the use of the pump-out stations.
