NY Funds Municipal EV Fleets and Charging Stations

On October 15, 2025, the New York State Department of Environmental Conservation (NYSDEC) announced a new round of funding to promote the use of electric vehicles and to install charging infrastructure for municipalities. This initiative supports electric vehicle use in municipalities across the State. The DEC is accepting applications through 4 PM on February 27, 2026 for the Municipal Zero-Emission Vehicle (ZEV) Infrastructure Grant Program and on a rolling basis for the Municipal ZEV Rebate Program through 3 PM on February 27, 2026.

 

What Is Available?

Totals of $5 million for electric vehicle charging infrastructure and $585,000 for municipalities to purchase electric vehicles for fleet use are available.

 

Infrastructure Grant Program Details

The $5 million for electric vehicle charging infrastructure is available on a first-come, first-served basis through the Municipal ZEV Infrastructure Grant Program. This program supports the installation of Level 2 and Level 3 electric vehicle chargers, which differ in speed, voltage, and typical uses.

Level 2 chargers use a lower voltage source for moderate charging speeds, which is ideal for home and workplace overnight charging, while Level 3 chargers use a high-voltage source for rapid charging, which is best for long-distance travel and public locations like charging stations outside of homes.

This grant program also supports NY Funds Municipal EV Fleets and Charging Stations, including the installation of hydrogen filling station components.

 

Rebate Program Details

The Municipal ZEV Rebate Program began in New York State in 2016. This year, the $585,000 for the program provides rebates for municipalities that purchase electric vehicles for fleet use, also on a first-come, first-served basis.

This rebate is available not only for purchased vehicles, but also for vehicles that are leased for a minimum of 36 months. Qualifying vehicles include all-electric, plug-in hybrid, and hydrogen fuel cell vehicles in service between September 28, 2024 and February 27, 2026.

Rebates for municipal electric vehicles will be distributed based on the electric range of the vehicle – the greater the range of the electric vehicle, the higher the rebate you will receive. The rebate tiers range from a minimum of $2,500 to $7,500. Medium-duty vehicles are eligible for a rebate of $7,500 regardless of electric range. Applications to receive these rebates will be accepted through Friday, February 27 at 3 PM.
