Owners of buildings (other than one- or two-family homes) in NYC within Community Districts 1, 3, and 10 in all boroughs must submit a signed and sealed ‘Gas Piping System Periodic Inspection Certification’ to the NYC Department of Buildings. This rule is mandated by Local Law 152 of 2016. The certification must be submitted through the online portal which can be found here.
Due Date?
Certification must be submitted by December 31, 2020 and no later than 60 days from the time of the inspection. If certification is not received by the due date, building owners are liable for a civil penalty of up to $10,000.
What is Required?
A licensed master plumber (or a junior under supervision of one) must perform an inspection of all exposed gas piping in non-tenant spaces on the property and note if conditions require correction. Corrections must be made if problems are found. If additional time is required for repairs it can be listed on the form and up to 180 days can be taken for them to occur.
If no gas piping system is present, an inspection report must still be submitted, and a registered design professional must certify that the building contains no gas piping system.
