Under Local Law 196, starting December 1, 2019, New York City will require construction and demolition workers on job sites with a construction superintendent, site safety coordinator, or site safety manager to complete a 30-hour OSHA course or complete a 10-hour OSHA course and select 20 additional hours training from the following:
Delivery persons, flag persons, design professionals (professional engineers/registered architects), Department-licensees and Department-registrants are not required to be trained. While licensees do not need to be trained, employees working under their direct and continuing supervision must be trained.
By September 1, 2020, all workers will be required to have 40-hours of safety training. If the work is started after December 1, 2019, workers will have to complete the 10-hour OSHA training before work and complete the additional 30-hours within six months after the starting date. The 30-hours of training can be chosen from the table below.
For workers who already have the OSHA-30-Hour card, they will have to complete the additional 8-hour fall prevention training and 2-hour drug and alcohol awareness training to complete the 40-hour training.
Anyone acting as the Site Safety Manger, Site Safety Coordinator, Concrete Safety Manger, Construction Superintendent or competent person, must receive the appropriate training which consists of 62 hours of training by December 1, 2019.
All the training must be done through a U.S Department of Labor approved OSHA training provider.
