The Town of Zanesville sought to regionalize their Town’s sanitary sewer utility with the nearby City system. An agreement was reached that reduced and then froze the Town’s sewer rates for a ten-year period saving the customers of the Town more than $100 each year since the consolidation. Walden prepared a Business Plan for the purchase of the utility and then led the effort to gain approvals from multiple boards. Walden also led the integration of Capital and Operational Plans with the City and the implementation of customer service systems. In 2016, Walden also served as a follow-up resource to develop a MS4 Stormwater Fee for the Town to be implemented and collected by the City to fund Town projects.
