NYC’s Department of Sanitation (DSNY), which is responsible for waste collection in the City, has implemented a Request for Proposal (RFP) process to select private waste carters to provide commercial waste hauling services within the confines of the Commercial Waste Zones (CWZ) program. New York City Local Law 199, which was signed into law on November 20, 2019, authorizes the DSNY to establish franchise carting contracts in the City’s commercial waste zones.
What is the CWZ Program?
The primary purpose of the CWZ program is to develop a safe and efficient commercial waste collection framework that promotes New York City’s goals of reducing waste and adopting environmentally sustainable waste management practices, while providing high-quality, low-cost services to New York City businesses. The CWZ program has divided the City into twenty (20) commercial waste zones, each to be served by up to three (3) eligible carters that will be selected based on the RFP process. Five (5) citywide contracts will also be awarded for the collection of containerized waste and compactors.

Request for Proposals for the CWZ Program
DSNY has implemented the CWZ program in a two-part RFP process. Part 1 of the RFP process, which has already happened, requested information from businesses interested in providing commercial waste hauling services in New York City. These carters submitted responses to Part 1 regarding their qualifications, including licensing status with the Business Integrity Commission, financial statements and compliance history. Requirements for Part 2 RFP of the CWZ Program
Part 2 of the RFP was released on November 16, 2021 and details additional requirements for interested waste carters that were determined to be eligible for the CWZ program based on their response to Part 1. Only those entities deemed eligible may respond to Part 2 and submit proposals. The Part 2 submittals must include the carters’ detailed plans to operate in the waste zone and achieve the program goals, including but not limited to plans describing procedures for safety, customer service, sustainable waste management, infrastructure investment, and zero waste.
Templates for each of the plans required in Part 2 of the RFP will be provided via a future addendum. Proposers should not submit responses until DSNY has issued the Plan Templates, the Sample Agreement, and other required information.
Carters who are eligible to submit Part 2 proposals must attend at least one of two virtual pre-proposal conferences to be held at 10:30 AM on December 8, 2021 and January 11, 2022. Details on these virtual pre-proposal conferences are as follows:

The due date for submission of Part 2 of the RFP is March 17, 2022 at 4:00 PM.
